A rule of thumb that I have seen is that a sock should be made with about 15-20% negative ease (eg. my foot circumference is 8.5 inches \/ 21 cm, I would want a sock that has about 6.75-7.25 inch \/ 17-18 cm circumference, so I would knit the XS).
